My customer BYD met 1V output when NC Vin and Vout, only give DIAGEN high, what is the possible reason? Thanks!

If the device is not powered then there is not much that is guaranteed and none of the datasheet specifications will apply, but there are some paths within the part via ESD cells and internal paths such as:
Likely you are seeing a path through the device as such.

Sorry for the mistake, the actual situation is as below:
TPS1H has VIN, but EN is low, the output have 1V, is that reasonable? Why?

This is due to the integrated pull-up from VOUT to VBB that is used for off-state open load detection:
The value of this resistor is approximately 1 MΩ and cannot be disabled.
