Hi Allen,
Thank you for posting. The short circuit protection is implemented by the current limit (up to 6.8A, see EC table below)
And it is a dc level. Considering the propagation delays, which can be up to 100ns, then you can get Vin/Lmag*100ns on top of 6.8A peak.
The worst case effective duty would be:
D =( 6.8A *Lmag/Vin +100ns) * Fsw
Were Fsw is the switching frequency. Lmag is the inductor and Vin is the input voltage.
