Hi Alan,
The feature is introduced to cover the case when the circuit's output is prebiased, namely having voltages. It can be residual voltage from last power on, or can be voltage supplied by other circuit. If FPWM is not disabled during startup, there will be a huge back-flow current from the output to the input.
No matter the SYNC/MODE connections, the circuit will not operate in FPWM during startup.
