The bootstrap capacitor is loaded every time, the Sync FET (lower switch) ist switched on, I think.
In the datasheet, there is a recommended "on time duty cycle" of 85% at fsw = 1 MHz.
If there is a lower frequency, is the recommended duty cycle also 85% or the minimum time (100% -85%)* 1/ 1 Mhz = 150 ns?

That is right the boot capacitor is charged when the LS switch is on. The 150nS is the minimum off time and is valid at lower frequencies. I hope that answers your question.
