TPS65185: PWR_GOOD pulled down to 0 when display is connected

I am having a problem similar to one described here (not exactly but closest one at-least). I see all the power rails are regulated as expected when there is no load connected. When I connect the display, the rails VDDH & VPOS goes to 0, rails VEE & VNEG rise to a value somewhere around -4.5V, VCOM goes to 0.01V. PWR_GOOD is pulled down to 0. Except two shift registers and FPC to connect screen there are no other components on the board.

I tried inspecting the interrupt registers & INT2 says under-voltage is detected on VNEG. I tried putting 22uF caps on VDDH & VEE on the rails near the display as per one of the threads on the forum but it didn't help. I also verified the orientation of the display and it is fine.

Could you please help me debug the problem (or point me in the direction)? Might it be something to do with the layout? I am experiencing the whistling problems (near the 4.7uH) other threads have described as well.

Attaching the the schematic & layout. It's a 4 layer board with components on top and bottom (resistors and capacitors are all 805). 2nd layer is solid GND & third layer is split in VIN & EPD_VDD.
