HD3SS3220 is an integrated passive MUX and CC controller IC. But the CC controller does not support power role support.
To support power role swap, you would need a PD controller plus HD3SS3212 passive MUX as a possible solution.

Thank you for reply. Yes I need PD controller which support power role swap. I am not sure but this PD should communicate with HD3SS3220? I've attached the diagram from HD3SS3220 datasheet. At the top, there is USB VBUS switch. This one should be PD with power role swap I think. am I right?

For PD controller, please take a look at our TPS6598x family of devices which already include a USB VBUS switch.
But if you are using a PD controller, then you will use HD3SS3212 passive MUX only, not HD3SS3220.

I've attached the image. In this image, Is VBUS switch will do what I need? Let me explain what I need. I am trying to design USB hub. This USB hub will be supplied by upstream device. This upstream device will be a tablet. what I want is when the tablet battery become low, external power supply will supply power to system and charge the tablet battery. that's why I am looking for USB PD with power role swap. But I need to combine it with HD3SS3220.

The VBUS switch will provide the VBUS power when HD3SS3220 acts as a Downstream Facing Port (DFP).
But HD3SS3220 is a CC controller and does not support power role support, you will have to use a PD controller such as TPS65987, https://www.ti.com/product/TPS65987D, that has an integrated power switch for this design.

You can't as the PD controller will replace the function of the CC controller within the HD3SS3220.

Okay I got another question. If I design the circuit with HD3SS3212 and TPS65987, will the system have ability to transfer data and charge the upstream device battery at the same time?

Yes, with USB Type-C, the data role and the power role are separate. So for example, you can be a data sink (device) and a power source, or be a data source (host) and a power sink. The TPS65987 can support both data and power role swap, so you can change the role when there is a need.
Is this a USB3.2 5G or 10G application? HD3SS3212 is a passive MUX and does not provide signal integrity compensation. If you need signal integrity compensation plus MUX functionality, please take a look at TUSB542 (5G) or TUSB1142 (10G) solutions as well.

It is USB 3.2 5G application, It is an 4 PORT USB HUB. So TUSB542 and TPS65987 combination should be taken into account I think.
