I wonder, what would happen if I choose Rini to be less than 33ohm for a 4.2V /cell system, i.e. balancing current exceeding 50mA. I am fairly new to electronics but will this hurt the IC?

If you are trying to balance current exceeding 50mA, it risks damage to the IC as the integrated FETs has a recommended rating up to 50mA.

This application note is for a different device, but the information in Section 2 will also apply with the BQ77915 and may help with your design. (Cell Balancing with BQ769x2 Battery Monitors).
