Currently at J1 19V input, J5 BAT is connected to the battery JP5 also has Enable
J5 BAT has not been connected to the battery, it is 12.6V 3cell If J5 BAT is connected to a 11.7V battery and is not charging,
what additional settings are needed for charging? Thanks

You need to add a 10kohm resistor between the TS terminal and PGND, since you are not using a thermistor.

After adding 10K, it still can’t be charged. Is there anything else that needs to be adjusted?
Currently using a loader, it still doesn't work. Please help confirm which side needs to be set?
There is 12.6V when the loader is not pumping load. Once loaded, it will directly become 0V.

Can you confirm if JP5 jumper is connected?It's not connected in the picture.
Are you using an actual battery or Eload?

BQ24610 EVM can already simulate battery pumping in ELOAD CV MODE TS>10K to GND, OUTPUT >Add 22uF
But when I actually used the battery to verify it, it couldn't be charged.
Is there anything needs to be adjusted?
EVM is set to 12.6V, Battery is 11V /3Cell

Since the EVM work with the Eload, and not the battery, this seems to be an issue with the battery. Have you tried using a differnt battery?
