Please help Evaluate a BQ24030EVM application

Hello all, please confirm my choice of Eval board. Here is my project:

An RFID reader that communicates data via SMS to a web server. Im using an Arduino Mega board as the basis.

The device needs to plug into a wall, charge a lithium battery while doing so, and then automatically switch to battery power when unplugged.

I have chosen the BQ24030EVM for this application because the GSM module can draw up to 2A at max TX. I will use a DCDC regulator to boost the output to 5V to power the various modules and boards.

Sound like a good plan?

Here are some questions (i'm a novice)

I cannot  tell from the datasheet whether I need to configure the IC with a microcontroller or whether it will work "out of the box".

Also, where can I find guidance on how to configure the board to my needs with resistors, capacitors for the pins.
