bq24070 Disable Short-Circuit Protection Mode

Hi,

Im having some trouble with the charger. Im testing with the BQ24070EVM.

Scenario 1 

Schematic:

* I have 5V at the Input

* 60 ohm resistor Load at the output.

* No battery Connected.

Problem:

When I turn on the the EVM , all leds (STAT1,STAT2,PG) are on. at the output it should be 4.4V, but instead there is just 0.5V

So my conclusion is that the device is on Short-Circuit protection mode.  I tried pulsing DPPM pin, and adding a bigger capacitor. but the problem still there (I think this only works if there is a shortcircuit at the BATT pin, but since I have no BATT I dont think they will work in this case). how can I recover from this state if the load cannot be disconnected?. 

Scenario 2

Here we are going to connect TPS63001 to the output of BQ24070 so it gives us 3.3V all the time.

Schematic:

*5V at the input PIN

* Battery Connected on BAT.

*TPS63001 Connected on OUT.

Question:

Do you think we are going to have the same problem of the short-circuit protection mode with the TPS63001 connected on the OUT pin as with the resistor in Scenario 1?
