Question about Thermal resistance value of TPS54228, TPS54428 and TPS54227

I check yhe thest thermal resistance value and see someting not reasonable for me.

For example, the tps54228 TJA (Junction-to-ambient thermal resistance) is show 45.3°C/W and the TJC (Junction-to-ambient thermal resistance) is 54.8°C/W

I assume the PD is 1W and Ambient is 40°C, than the TJ will be 85.3°C. We can get the TC to be 30.5.

The TC<TA, it is not reasonable for me. Can you help to clarify my question?
