Question/Problem:

If both IN1 and IN2 are not present, can D0/D1 be connected to 3.3V?

Answer:

Yes, an internal blocking diode with the Anode connected to the internal VDD rail and the Cathode connected to the control logic input prevents these inputs from biasing the device.
