Should I get a TPS2561A for TPS2513A ?

I have a TPS2561A chip and was wondering in which scenario should I get an external power current limiter ?

I'm building a universal usb charger (up to 2A) and my source can draw(have the potential) up to 20A@5v. 

1) I would think that the usb equipement that will be plugged in my usb charger will draw only 2A (max) but in order to be safe, I'm assuming I should protect it anyway with the TPS2513A ie: not trusting the usb equipement by limiting it, correct ?

2) I'm assuming the case scenario where I would not need an external current limit is if my source can't provide more than 2A of power. Could someone confirm my thought here, just to have my mind cleared..... ?
