How to set the voltage of TLC5946's out pin?

The datasheet of TLC5946 said that max voltage of out0~out15 is 17V. But there is no detail information about how to control this voltage.

Now i connect a LED string to channel 8. But the max voltage of out8 which i measured  is only 5V. So the LEDs still shine when they should be in off period.

Could someone tell me how to make the out voltage acheving max 17V?
