TPS61015: How to maximize output current from low input voltage?

Hello,

Summary: What circuit/components were used to provide 200mA output current from 0.9V input with TPS61015 as shown in figure 1 of the datasheet?

Details:

I am using a circuit very similar to what is shown in the datasheet figure 19: 1.8-mm Maximum Height Power Supply With Single Battery Cell Input Using Low Profile
Components

Load: 3V, 15ohms, 200mA

Load is driven for 25ms once every 500ms.  The rest of the time, load is disconnected.

Input: AAA battery

Problem: Output current < 200mA when battery voltage 1V.

This problem is causing the device to stop functioning due to low battery when the battery still has half its life left.  I would like to maximize the usable battery life by reducing the input voltage required to provide 200mA output current.
