LM3478: DR-pin doesn't work

Hello,

I'm designing a boost converter which converts from 3.3V to 4.2V towards 5V. Well, now the problem I have designed it and made the PCB and tested it. Now it seems the DR pin doesn't work it is constant 0V. I have used the schematic on the first page of the lm3478 datasheet. so what could be the problem of this? below is the schematic I have used to make mine PCB.

any help would be appreciated.
