Designing power board for 24-240VDC & 84-240VAC input and give 12VDC 3A output.

Hi, 

I am new to designing power board hence i need suitable necessary guidance about design guideline which can be used for design the power board. I want to design the power board for an cross-trainer alternator which gives 3 phase 84-240VAC or 24-240VDC output, i need to get a constant 12VDC 3A output in order to run various led display and functionality for the cross trainer. I have came across a reference design TIDA 00127 which provides somewhat a similar output. It will be really great if some one can let me know any reference design of TI or any guideline which can help me designing this power board. Looking forward for some answers. Thanks.
