BQ24232H: Power-up before battery charging commences

Due to startup current to my circuit, is it possible to power up the device's output before commencing battery charging (without external control)?

I thought perhaps connect !CE input pin (charge enable = low) to !PG output (power good = low) - so when the power good pin goes low, charge commences (perhaps using a low pass filter to slow down charge turn-on)?

Also, how much current can the device supply to OUT without battery support?
