TPS65261: Why the V7V can not been tested voltage?

Please refer to Figure 28 in the datasheet. V7V need any of the ENx to start up. In your schematic, EN1 and EN3 were pulled up to V7V, EN2 was pulled down to GND. After VCC12 is applied, there is no ENx signal to start the V7V.

hi Luck,
in your schematic, there is no a prime voltage to active the device.
V7V HIGH need EN1 or EN2 or EN3 pull high first.

Try to pull EN1 high first or leave EN1 floating.
