Does the error amp inside this IC (UC1856) has open collector output.

Hey Ram,

The output of the UC1856 error amplifier is shown in Figure 3 of the datasheet.

If you are trying to drive the output of the device, you can if you do something similar to Figure 12 (Parallel Operation) as the slave device has its COMP pin forced by the master. You must have EA+ go high and EA- to ground.
