TLC5943: GS Data Greater than 0300h

Team,

After erasing the micro-controller driving the TLC5943 LED driver and having a pull-up on the BLANK input signal, some of the output channels are still ON. Looking on the data sheet: Does need GS data to be greater than 0300h? This is not mentioned on the BLANK paragraph:
