TPS61046: Output voltage setting

Hi
My customer has question.

Customer want to set aVout=28V.
However, the output voltage is only set to 24V.
In addition, I tried to set again 20V, 22V, 24V, 26V, 28V.
20V and 22V become the output voltage of each value normally.
But, 24V, 26V and 28V, all become 24V output.
Is there anything that could be attributed to it?

The customer specifications are as follows.
Vin=5V、Vout=28V、Iout=100mA、Inductance=10uH
The customer specifications are as follows.
I noticed one point, there is a possibility that over current protection is working.
Is this understanding correct?
