LM723: LM723 OUTPUT VOLTAGE

I have a few questions on the datasheet. (1) On the table where it has all of the equations. Is the output voltage the regulated output or is the ouput coming from the serries pass transistor (pin 6 on the metal can package)? Also on Fig 18. (my schecamic is similar but not exact), the following are the differences: R1: 18.214K, R2: 8.71K, Vref is a NC, N.I ( pin 3) pin has 6.2 Volts, IN (pin 1) pin has a power supply of 1.4 volts connected to the bottom of R2 (where the GND is on the Fig. 18), RSC is 0 .7 ohm resistance. Between pins 6 and 10 there is a 500 ohm resitance, with a BJT (2N4150) where the collector is connected to VCC, V+, the base is connected to pin 6 and the emitter is connected to pin 10. Along with 2k to GND on pin 6. V- is connected to GND. Now my other question would be the difference when there is 14 volts vs 21 volts applied to VCC, V+ and the colllector of the bjt. I think this will change the the regulated output but I am unsure how much this will change
