Can we backfeed the UC1843-SP VREF with 5V without Vcc present (VCC open)? If so, Would the PWM still operate in that mode?

Hey Steve,

If you attempt to turn on the device by backfeeding the Vcc by powering Vref, the device will likely get damaged.

I would suggest against doing this.
