I would like to know if the Irev of the TPS706 is considering the current through the output resistors. For example if the input voltage is 0V and the output voltage is 3V what will be the total current passing through the output pin.

The reverse current is the current flowing into the output pin, and the majority of it passes through the output resistors. If Vin=0V and Vout = 5V, the total current passing through the output pin is about 100nA (type).
