TPS2513A-Q1: Unexpected Output

Part Number: TPS2513A-Q1
Other Parts Discussed in Thread: TPS2513

I have been working with the TPS2513 to provide data signatures to a charging-only USB port. The chip has been working normally and providing the correct signatures for charging. However, recently, I have not been able to charge a device connected to my USB port. I checked the signatures the TPS2513 was providing, and I found that it was setting both the D+ and D- pins to 4.5V. I looked through the TPS2513 datasheet, and I don't believe this is an expected output for the device. Do these unexpected data signatures mean that my TPS2513 device is broken? Although I do not think I ever exceeded the 7V limit on the input pin, I have been operating above the recommended 4.5 - 5.5V range for the device.
