TPS62040: using PI filters on output? Guidelines for PCB design and heat dissipation?

Looking to use theTPS62040 for the power rails of the TMS320F2837xD/F2838xD:
    Vin: 5V, Vout: 3.3V/ 1.2V
We were looking at the below app note:
          Extend Battery Life with <100 nA IQ Buck Converter Achieving <150 µV Voltage Ripple – SLVAEG1

-For our use case above are PI filter needed on the outputs?
-Do we have some app note/trainings/guidelines for the PCB layout design and how to design to dissipate the heat?
