TPS61089: Using TPS61xxx for Solar harvester like in TIDA-050039?

I have seen TPS61089 been used in TIDA-050039.

What other TPS61xxx would be suited for a comparable design but for a small solar panel like IXYS KXOB25-02X8F ?

TIDA-050039 would have very low efficient when the panel only delivers low mA (< 10mA).
-What alternative would you advise to use?
-Any TPS61xxx based TI design that would be closer to the actual use case?
