BQ24072T: Does not charge after battery was completly drained

We use the BQ24072TRGTR and charging works if the battery is pre charged. Loading a battery that was complety drained does not work.

PGOOD and CHG are both low but no cuurent is drained over the usb. Battery does not increase voltage either.
