Pin 13 should be pulled up to VIN. An example of this is shown in Figure 21 of the datasheet.

Pin 12 I see you connected to the thermistor directly but did not include RT1 and RT2. These components are not optional

Please see my attachment about pin 13.

RT1 and RT2 are necessary to provide a pullup and appropriate scaling for the NTC. Without these components the NTC is not energized and the device suspends charging as it does not know the temperature status of the battery.

103AT thermistors are 10kohm at room temperature (25C).

On a side note if you need to disable the TS functionality, then replace the NTC with a 10k resistor.
