WEBENCH® Tools/LM51551: Inquiry of abnormal output from FLYBACK CONVERTER using LM51551.

Part Number: LM51551

Tool/software: WEBENCH® Design Tools

Hi, sir,

FLYBACK CONVERTER using LM51551 asks about abnormal output.

Flyback DC/DC Converter Specification

Input: 8V ~ 30V
Output: 15V/2A,
Switching frequency: 250kHz

-Experiment Result -

1. If JUMP(in schematic) is opened (no load condition) and driven,
Maintains 15V output voltage from the input voltage of 8V ~ 22V.

2. If JUMP(in schematic) is SHORT (loaded) and driven,
Maintains 2V output voltage from 8V to 22V input voltage.

15V Line load current is just 28mA.

3. If the input voltage is over 22V, the output voltage is maintained at 5V. (No load condition)

4. When power is applied, VCC was measured to be 7V.

5. When power is supplied, pin 6 COMP of LM1551 was measured to be  3V.

[Q] How can 15V/2A output be normal for 8V to 30V input voltage?

I don't know where is wrong.
