TPS61041: Lower than expected voltage output to LEDs at load

Hi ,

TPS61041 is being used to drive 8 LEDs in series however seeing the case where the the output does not reach the expected voltage. The resistor divider is 2M for R1 and 100K for R2 to give an output around 25V. Instead seeing a voltage in the 17V range. The input of the device is  3.3V. 

Do you know what should be looked into and if perhaps the internal current limit is being triggered to cause the lower voltage?
