TPS56637: voltage rating on output capacitors

I noticed in the design in section 8.2.1 of the datasheet (24V input, 5V output), output capacitors with a 25V rating were used.  Is this just being extremely conservative, or is this strictly necessary?  After the inductor, I imagine the voltage will actually never get nearly this high.  I can fit my design into a much smaller footprint if I use 12V rated (or even smaller) output capacitors on the 5V line..
