Hi 

TPS650942 test cannot be turned on at -40°C Cold Start
PCH_PWROK (pin27) will be pulled off during the boot sequence

At that time, S0, S3, S4 and PMIC enable had no effect(Maintain at high level)

Question: 

1.Can this operating temperature be -40C Cold Start?

    Hello,

    Yes, the TPS65094 family supports -40 C operating conditions.

    Is the issue occurring on every board?

    I would recommend taking a series of scope shots of the power up sequence (Figure 6-7 in the datasheet) to try to identify if there is a point where the power up sequence is not successful.
