CSD16407Q5: Date Code Clarification

Hello E2E team

I am Customer Quality Engineer for Rochester Electronics I am trying to clarify an date code issue for our customer. The customer is questioning if this is actually a date-code 1823 as you can see in there comment on the photo.

I have uploaded a photo of the device in question as well as the trace document (excel spreadsheet) which accompanied the devices when Ti sent them to Rochester Electronics.

The device in question is on  row# 2191 in the below spreadsheet provided to us with the shipment from Ti.

Can you confirm/verify the date-code of part CSD16407Q5 in the above photo?

This device is marked with an 823 but came off a reel which is date code 1804 on the reel label.

Can you please provide marking convention for date code.

           O - PIN 1 (MARKED)    

    E3 - MUST BE SYMBOLIZED WITH AN UNDERSCORE

    So reading the part, it says the part was manufactured in Feb 2018
