If it does not connect, can Control Registers be shipped in a hard-coded way when it leaves the factory?

Yes, LP87524-Q1 has I2C interface and registers like VOUT enable/disable or VOUT level or GPIO high/low can be controlled. What do you mean by-hard coded when it leaves factory?
There is an OTP memory inside device and most of the bits are factory programmable also meaning that no I2C is needed. To get a "custom" OTP device we will need to figure out business case.
