BQ25017: Will all or any battery charging ICs work with rectified AC input but with no reservoir capacitor?

Does the bridge rectifier need a reservoir capacitor?  That is will they manage the state of charge status from the battery when there is no input voltage regardless of battery type or IC.  Alternatively, will some say Lithium I quote only do that?

I have attached a rough diagram of a bicycle dynamo regulator with a 5V USB output, the current supply is variable and is AC there need not be a reserver capacitor this seems like an unnecessary cost.
