TPS65101: VGH (positive charge pump; Vo3) is not regulating to correct voltage

We're using the identical circuit as in Figure 19 of the datasheet, except with different voltage values.  Our circuit also has VGH configured in "tripler mode" with the flying cap at 0.22uF.  The VGH output voltage is showing about 19.6V with no display connected, and about 19.1V (loaded) with display connected.  This output value is wrong, and doesn't agree with the datasheet resistor calc formula of Vo3 = 1.214 * (1 + (R5/R6)).  We're needing it to be 18V and have used 768k (R5) and 56k (R6) values, which should be pretty close to 18V, according to the Vo3 formula.  I've checked and rechecked the resistor values on the boards, and they are correct.  This is happening on 5 different boards, with all of them at the 19V+ value.  All of the other voltage output values are correct, except this one.  Any ideas on what's going on?  Is the datasheet resistor formula wrong?
