As the circuit from datasheet, what is the minimum Io?  Can it below 1mA?

    the TINA-TI simulation says yes. But keep in mind the finite current gain of NPN transistor. So, Io will always be a bit smaller than Vref/Rs.

    Kai is correct in his statement. By increasing the value of Rs to around 2.5k, Io can be 1mA. The current in this schematic is limited by the transistor but at this low current level there should be no issue.
