TPS23523: On the EVM, what should be connected to TP21 to bias INA226 voltage?

On the EVM it's not clear what to connect to TP21.

INA226 VS+ comes from a voltage divider from Vin source (RTN), I would assume the end of the voltage divider will be at VEE, but it's not, it pass thru a diode and to TP21.  What should be connected to TP21?

DCDC_switch in the schematic and "external bias voltage" in the pdf doesn't help much.
