Yes, Vin pin could be powered separately.

Hi Hirotsugu,

For TPS61046, like Helen said, there is a 6V isolation MOSFET inside to achieve true disconnection.
It's find to apply 9V at input and SW pin in LM4510 as the switching MOSFET voltage level is up to 21V.
