TPS2056A: issue with pull down resistors

Customer has some issues with his circuit using the TPS2046BD.

They use TPS2046BD to limit the current of peripherals. Since the previous model (TPS2052B) delivered to much current, they changed the IC. 
The company, which is responsible for the layout, has not changed the pull-down resistors on pull-ups, so that they have no effect.
If they manually change the resistors to pull-ups, it looks like there is a short circuit on the 5V line. The resistors are each 10k.

Why can this line not be pulled-up over 10k or 100k? They would like to pull these lines, in order not to deliver power to the peripherals in the event of a fault.

Could someone help out on this? In case I can provide schematic if needed.
