Hi Koji,
There is no formula to calculate quiescent current because it is the current for inside logic operating circuits. No switching happens.
No matter at which input voltage/ output voltage/ load current conditions, the Iq is the same.

Does this mean that even if the input voltage is changed, there is a logic voltage inside (iinternal reference voltage) ?

Yes. When device is enabled, the quiescent current should be 28uA typically and 50uA maximum no matter input voltage is increased or decreased.
