LM2776: Cout Capcitor output is -1.4V while C fly capacitor is charging upto 4.6V for 5V input

Hi,

            I have been facing a problem for the past one day. I have designed a circuit based on the Webench design tool. I followed the instructions of the tool to purchase the components as said.

 My Requirement is :

                V in = +5V

                V out = -5V

                I out = 200 mA (max) , Nominal (20mA)

Using this input, the circuit is created by tool. When I test it with real time circuit, output is only -1.4 V for +5V input. I am not sure what causes the problem. But when I check the flyig capacitor it is charged to 4.6V. Why this charge is not fully transferred to output capacitor C out ? What causes this problem? Help me out. Thank you!
