TPS563231: IC burns when connecting 13V+ with high inrush current

Hi. We used TPS563231 in a new design. The circuit works well but we can see the IC burns when plugging the Input to 13V+ supply. If we switch on the power supply with TPS563231 already connected, the IC is alive. It seems to be a high inrush current through the IC. At 12V the IC will not be damaged as well.

Is this a known problem? Is there any solution except not hot-plug it? Thanks
