LM2596: Intermitent power draw burns out chip.

Hi, we are new to this, but weve been playing with aftermarket electric vehicle supplies. The LM2596 chip is used in a voltage reducing circuit and feed to a variable timed power circuit. When tested without the intermitent timed power circuit the LM2596 circuit is fine, but once its connected to the intermitent power circuit (1 second on, one second off, approx.) the LM2596 chip overheats and burns out.  The LM2596 circuit's job is just to feed 12v (down from 50v) to the flasher (variable timed intermitent) power supply, why it cause the LM2596 chip to over heat and burn out? Sorry if this is old news but we couldnt find the problem referenced anywhere.
