I want to use an TPS61165 to control a LED backlight.

If I set up the circuit specified in the data sheet (9.2.1 TPS61165 Typical Application), I can not control the IC. The SW pin is at 5V, like VIN. No timing is visible on the SW pin. The CTRL pin is driven with a frequency of 22kHz (PWM). If I set the CTRL pin to 0V, the backlight stays on, and the IC does not respond. If I set the IC to 5V, it also does not respond. The LEDs or the backlight are always on. What can I do to get this circuit functional?

If I build up the "Figure 19" specified in the data sheet, I can turn the IC on and off, as well as dim via PWM. The data sheet shows the voltage range of 9 to 15 V, can I also operate this circuit with 5V?

For testing, I have used standard LEDs (single, or in series, or parallel, or parallel and in series) with 40mA and the color green. Likewise, the display I want to dim: "MSO12864B". For the coils I tested the following: "NR4012T100M" and "744031100".
