LM5170-Q1: Biasing issues

I have been working with the LM5170-Q1 EVM and have been experiencing an issue with the biasing. I am trying to run the EVM in Buck Mode. The 10V bias and UVLO are sent to U3 Pins 1 and 3 of the bias supply schematic, respectively. However, U3 Pin 5 is not producing the 5V bias. This bias is only produced, enabling the buck mode yellow diode when I apply a voltage directly to the Master J17 Pin 25. When the 5V is applied to J17 Pin 25, the yellow diode goes on meaning, that the EVM is in Buck Mode.  However, the output at the 12V port still says zero volts. Occasionally, the 24V input is bucked down to 14.5V, but it does not hold that value and that value is rarely measured. Do you have any recommendations as to whats going on?
