TPS82130: What to do when EN is connected to microcontroller

I want to use the EN pin to turn on/off the module.  The EN pin is connected to a microcontroller, which on startup has the IO pin that the EN connected to goes to Z.  Since the part has a 400K pull down internal I did not think I needed an external pull down.  It appears that when the micro controller IO pin is in high Z the TPS82130 EN does not act as expected, the module is on while microcontroller IO is in high Z.

Do I need an external pull down while my microcontroller IO is getting configured out of high Z?  If so what should the value be?
