The use case is to be able to perform boundary scan test (aka JTAG test) with the component in circuit. To do this I need the BSDL (Boundary Scan Description Language) file. Every chip equipped with JTAG test capability (IEEE 1149.1 capable) will have a BSDL file describing its internal boundary scan circuitry/structure.
